GCC countries needs to start rethinking the work policies for the progress of the country itself. Most of the countries in the middle-east have sponsorship law system for the working expatriates(Non-citizenz).Each of the middle-east countries have different rules in the sponsorship system.Like in Qatar, to leave the country an exit permit is required from the sponsor but in UAE it is not present.
After the economic downfall of Dubai, it was a sad time for the Gulf based investors and the expatriates who where working in the middle-east.But now the situation is changing .Also by winning the bid of hosting the 2022 FIFA World Cup all eyes are on Qatar. Qatar won the bid defeating South Korea, Japan, Australia & USA. Last time in 2006 when Doha Hosted the 15th Asian Games the amount of people who flocked the country for the games based jobs were enormous.Qatar will never have revolution like the ones which happened in Libya,Egypt or Bahrain. The citizens of Qatar are very happy and happy with the government(link).
Its about time, Qatar and other GCC countries recheck the system before something happens like what the Dubai’s Police Chief said (link)
Some of my suggestions
* Permission for Multiple Jobs - People should be given option to take up part time job in his free time which does not have direct or indirect competition with the company. In this way the amount of workers coming into the country can be reduced and better efficiency can be
* Ease of laws for start-ups - Try to make Qatar, the Silcon Valley of the Middle-east than outsourcing .
* Unified GCC Visit Visa - There should be no restrictions for people to move about in GCC countries.Like going for a visit to the neighbouring countries and vice versa.
* Addition of Qatar History into Private School Curriculum
